I'd say it would be best to allow people to use whatever works for them. Personally I prefer having battles on wifi, but I know that some people find it much easier to use Shoddy for obvious reasons. I say we can leave it up to the participants to agree upon their arena with their opponent each round. If push comes to shove, everyone can access Shoddy, but those of us who might want to can go right ahead and use PBR for all the 3d goodness it provides.
As for rules, I'm liking Smogon's updated OU list less and less the more I look at it, but that's just personal preference. I'd say that if we plan on basing this even partially on wifi and the real games, it would be best if we played by TCPi's official ruleset for this year's tournaments. It makes sure that those who prepared for it can enter without having to jump through hoops to tailor their teams, and it conforms to a fairly standard set of rules that most people could agree on.
As for where to advertise, well I would avoid blatant whoring of the tournament/site, but perhaps simply adding a link to the tourney thread (once we establish the details) to a signature, etc. would be a nice middle ground. Those of us who can do so without causing butthurt would also be welcome to alert /po/ about this again, although it will be less "us vs them" and more free-for-all I would hope.
As for time... I can't say exactly what would be best, as everyone is likely to have their own schedules. I for one can have internet access for battles just about any time I need to being that I set my own schedule, so I don't have too much useful input there.
Finally on to the prizes. I don't know what anyone else wants, but if it's a pokémon as a prize then I could definitely help there. Anything else and I might be able to pitch in a few dollars to whatever the prize might be, but I can't promise anything.
