They are different characters.

There have been many splits, Keane & Charmaine/Archer & Ariana/The Three Beasts (yes, those duos -and the trio- are supposed to be one duo).

This is the first merge!

I was looking forward to seeing Kotone in the manga. :(

Keeping Chris is a much better choice, and i saw the costume change a mile away. I never played FR/LG, so whether The Three Beasts are based on anything, I can't say.

But Keane and Charmaine are based on the Rocket Admins from Gen II games, where you fight the male Admin 3+ times, and the woman once. In HGSS, they simply make those encounters separate characters, which helps expand Team Rocket, which was lacking back then.

tl;dr Chris as Kotone saves time, Rocket admins are better this way.

Well, I'd rather see Kris appear redesigned, and Lyra as a new character. I know it would be too much trouble for them, but I consider them seperate game characters, so I would be more pleased if they had seperate counterparts in Special as well. I also expected this to happen though, to be honest.

As for the Rocket Executives, no, all four of them appear in GSC as well. In GSC there are three male Executives and one female. The male ones share the same sprite, and all four of them remain unnamed, appearing as just "Rocket Executives".

In HGSS, Archer's and Ariana's designs are based on the sprites of the male and female Executives, while Proton and Petrel get new designs (with Proton, who takes over the place of a Grunt in the Slowpoke Well, ironically wearing a Grunt's uniform; so does Petrel, though). Proof for that is the fact that dialogues (with one exception) and teams remain mostly the same. Charmaine and Keane are adaptions of the Rocket Executives -surprisingly, only two of them-, which are later revealed to be named Archer and Ariana.

Either way, this confusion is caused mostly by Special's timeline, which very much differs to the respective one of the Games in some cases.

Well, outside the split and the merge, the rest of the HGSS saga goes pretty well, I think. Hope it turns out good. :P
