Still not human. And the intelligence thing doesn't really matter much, as they are trained by a trainer, so even if it gives consent it's not truly informed consent. But it's all really a moot point, considering that this is a fictional character we're talking about.

Most likely. The Pokemon League probably determines what is and what isn't. Most likely harsh training, fights to the death, and similar things. In the Manga, Team Rocket experimented on an Eevee in such a way that resulted in constant pain for the rest of its life (until it evolved into an Espeon).

I submit that the classical Pokemon world we experience is a very oppressive and inhumane world where sentient creatures are treated like pets, not unlike the slavery of Africans for hundreds of years. An ideal Pokeuniverse society would treat many of them as equals (specifically, many of the Humanshape Pokemon have a clearly human intelligence).

And again, the question of, "why aren't alakazams or gardevoir the dominate species upon the planet?" comes up. I propose a reasoning behind the systematic slavery of highly sapient and sentient creatures simply because of perceived inferiority based upon achievements. Alakazams seem highly nihilistic and depressive to me, not driving forwards on anything as they simply do not see the point of doing so, floating about aimlessly. Gardevoir are more cooperative, and high levels of coorperation stagnates technological and social development simply because of lack of competition which drives such things (which why the island of lesbos disappeared, and the Musou society is about to become extinct as well). Metagross are machines, society meaning very little to them.

Humans are very competitive. This competitive streak drives development to ensure that they are better than everyone else and everything else. They look down upon the other sentient creatures, saying that they cannot become truly equal until they can prove themselves as such. And with the constant technological development rising the status of humans even higher, such a task/goal becomes harder and harder to obtain.

It doesn't really explain why Alakazam do as their trainers command, though. Or why the trainer even /needs/ to instruct such an advanced creature.

because there aren't that many of them. Alakazams REQUIRE trainers to trade them to evolve even. Alakazams only can exist when humans intervene.

That's like asking why Shinji piloted the EVAs when he clearly didn't want to. However, the reasons are not all the same. Maybe they just go along with it seeing how they have very little else to do. At least they get to focus on something, even if it is pointless. I'm not saying that's always the case for them, but a temporary laps of boredom would probably be a nice reprieve.

I propose an alternate theory on the trade evolution. It's not so much the fact that they were traded, but, rather, like an inverse happiness evolution. Some pokemon evolve when they are happy, elated, joyful. However, when you trade a pokemon, their happiness plummets. So they evolve when they hit an all time emotional low. They become jealous of the other pokemon. What did she have that I didn't? Did he ever really care for me? I want his attention; no, need it! I must have it! So, they evolve in a moment of desperation, attempting to grab your attention and maybe change your mind.

However, the world unfolds before the Alakazam unlike it did when he was a Kadabra. The finality, the truth, the futility of it all. And like Shinji, he never recovers once he knows the truth. He cannot unsee.
